Summary
About the Position: This position is with The Chemical Biological
Center (CBC).
Rock Island is located in the southwest corner of the Quad Cities
in western Illinois on the Mississippi River, 165 miles west of
Chicago and between Minneapolis and St. Louis. Rock Island Arsenal
sits on 946 acres between the cities of Davenport, IA and Rock
Island, IL and is one of the largest weapons manufacturing
arsenals.

Duties
- Provide technical advice and guidance to multiple
agencies/organizations and team members on matters relative to
area(s) of specialty and on Information Management and Technology
(IMT) technical policies and procedures in general and
guidelines.
- Manage an area of specialized systems software technology, such
as database management and life cycle development systems,
involving the design and development of applications and the
management of information as a resource.
- Coordinate all assigned projects, both within and outside the
Command, and ensures that the project proceeds smoothly and is
integrated into all other related efforts.
- Maintain subject matter expertise in Cloud Computing strategies
and service models, as well as implementation strategies for Data
Analytics and Business Intelligence platforms.

Specialized Experience: One year of specialized experience which
includes: 1) leading requirements gathering and analysis sessions
with stakeholders to identify and document business needs,
functional requirements, and non-functional requirements for
complex software development projects; 2) working collaboratively
with cross-functional teams, including software developers, Quality
Assurance (QA) engineers, and project managers, to translate
business requirements into technical specifications, ensuring
alignment with project goals and objectives; 3) conducting thorough
testing and validation of software applications to ensure quality
and accuracy; 4) designing and/or maintaining detailed project
plans, including schedules and timelines; 5) conducting regular
meetings with stakeholders to provide project updates, communicate
risks and issues, and solicit feedback to ensure project alignment
with business objectives; AND 6) demonstrating strong
communication, coordination, and problem-solving skills to drive
successful collaboration and project outcomes.
The specialized experience must include, or be supplemented by,
information technology related experience (paid or unpaid
experience and/or completion of specific, intensive training, as
appropriate) which demonstrates each of the four competencies, as
defined:

- Customer Service - Works with clients and customers (that is,
any individuals who use or receive the services or products that
