Essential Duties and Responsibilities:Agency:1. Nurtures positive and collaborative working relationships with other Agency staff as well as outside providers.2. Implements the Agency mission, philosophy, core values to direct daily work and decision-making adheres to agency policy.3. Cultivates a professional and respectful work environment.4. To be actively involved and knowledgeable of the Agency's Performance Quality Improvement process.5. Approves time sheets and ensures compliance with Agency and funder guidelines. Accountable for daily activities within the allowable activities approved by the Agency.Essential Duties and Responsibilities:Include the following, other duties as assigned:Payroll Coordinator1. May initiate and cooperate in data driven research projects.2. Reviews, process all HR related invoices and prepares check request.3. Process semi-monthly payrolls for organization.4. Process company reimbursement forms, mileage, and cell phone reimbursement in payroll system.5. Reviews payroll data such as hours worked, insurance withholdings, employee identification numbers from time sheets and other records for accuracy.6. Reviews the distribution for proper allocation of work hours.7. Maintains, enforces and updates the company pay policies as needed.8. Periodically reviews and audits integrity of data in payroll system.9. Reviews time cards and makes necessary corrections of over-time calculations.10. Prepares manual checks in emergency situations and/or employee separation when needed.11. Process any wage garnishment following payroll laws and maintains an accurate record.12. Prepares the bus pass reimbursement report for the HCS program on a monthly basis to assure accuracy prior to payroll process.13. Researches and resolves payroll questions/problems with department directors and supervisors.14. Reviews and processes all D-Pars for payroll.15. Prepares monthly reports on the following relating to Wage garnishments, OT hours and cost, earnings taxes, and deductions.16. Responds to all loan Employment Verifications for current or former employees.17. Keeps the Director abreast of any new law changes that will affect the agency in regards to payroll law by maintaining a membership with American Payroll Association18. Adheres to and enforces all agency personnel policies and guidelines, including payroll.19. Maintains the payroll profile for employees.20. Maintains the integrity of the payroll profile for each employee as it pertains to compensation, tax changes and closing employee profile for terminations.21. In collaboration with HR staff, assembles events sponsored by the department (i.e. Recognition Breakfast and Christmas Party).22. Assist on all departmental projects as needed.23. Completes Employee Verifications.24. Will perform any other duties deemed necessary and appropriate by the Director of Human Resources, COO and/or President.Reports and Audits1. Assist the Director with monthly reports, dashboards, PQI reports, work plans, etc.2. Reviews bills as it relates to payroll for accuracy and submits appropriate paperwork to ensure payment in a timely manner.3. Create and circulate other reports as needed, such as no hours report, leave report, overtime report and any other payroll reports.General Requirements:Sensitivity to cultural diversity is required. Must have knowledge of employment labor law, payroll law.Education/Experience:Associates Degree in Human Resources or a related field. Two or more years of experience in Human Resources or related field with direct exposure to Payroll Administration.Language Skills:Bilingual/Bicultural in English and Spanish strongly preferred.Certificates, Licenses and Registrations:Human Resources Certification (PHR) a plus.Computer Literacy & Knowledge Skills Abilities:Working Knowledge of Microsoft Office, Spreadsheet Management, and HRIS. Paychex systems such as Preview and HR online, Insperity - TimeStar strongly desired.Mathematical Skills:Basic Mathematical skills are required. Must know how to use formulas on spreadsheets.Operating Environment and Working Relationships:Works collaboratively and routinely with management staff. Ability to administer a broad human resource program which includes employment, compensation, benefits, organizational planning, employee relations and training and development. Well-developed administrative skills. Strong management and people skills. Ability to express oneself clearly and effectively. Superior interpersonal abilities. Ability toget along with diverse persons and personalities. Must be tactful, mature, and flexible. Good reasoning abilities and sound judgments.Decision Making Authority:Exercises discretion, independent judgment in executing tasks.People Management:Must have people skills.
