Supervisory Physician (Primary Care) Rock Island, IL

Responsibilities MAJOR DUTIES:
As the Rock Island Arsenal Health Clinic Medical Director:
1. Directs and oversees all services at the Rock Island Arsenal
Health Clinic, consisting of Occupational Health (OH), Industrial
Hygiene, and Primary Care. Receives direct supervision from the
Chief, Department of Primary Care, Blanchfield Army Community
Hospital (BACH). Evaluation includes staff visits, discussions, and
review of reports, records and correspondence.
2. Medical Director of the Rock Island Arsenal Health Clinic with a
catchment of 7000. Provides direct and indirect oversight of 21
staff members both military and civilian including but not limited
to: 1 nurse practitioner; 2 registered nurses; 3 licensed practical
nurses; 1 medical support assistant; 2 health technicians; 2
medical records technicians; 3 industrial hygienists, 2
pharmacists; 1 pharmacy technician; 1 licensed clinical social
worker; 1 TRICARE beneficiary counselor; 1IMD technician and 1
clinic NCOIC. Assigns work to subordinates based on priorities,
difficulty of assignments, and the capabilities of employees.
Provides technical oversight and guidance to staff member including
the review of physical assessment and other examinations and
treatments conducted by the Occupational Health staff. In
consultation with the BACH Occupational Health, oversees
occupational vision and hearing conservation program. Gives advice
on both work and administrative matters. Develops performance plans
and rates employees. Interviews candidates for subordinate
positions; recommends hiring, promotion, or reassignments. Takes
disciplinary measures, such as warnings and reprimands. Identifies
developmental and training needs of employees; provides and/or
arranges for needed development and training.
3. Advises the senior leadership at Rock Island as well as Fort
Campbell and makes recommendations. Collaborates with local
leadership to foster relationships, thereby inspiring trust of
patients and community and supporting Soldier readiness. Supports
the RIA Community Health Promotion Council (CHPC) initiative to
improve the overall health and well-being of the installation.
Ensures accountability and stewardship of personnel and
resources.
4. Directs the implementation of regulations, standard operating
procedures and other matters. Directly responsible for optimizing
clinic performance, improving performance measures, increasing
access to care, and is responsible for promoting other
organizationally directed initiatives.
5. Evaluates the work performance of subordinates and mentors
service members. Teaches and provides consultation to other
healthcare providers as assigned. Participates in Continuing
Medical Education (CME) and quality assurance activities as
assigned.
As the Primary Care Physician:
1. Examines authorized beneficiaries to determine presence and
extent of diseases, injuries, or conditions. Determines the need
for a variety of diagnostic procedures, orders laboratory tests,
x-rays, or other procedures necessary to complete medical facts on
the case; interprets findings and tests results; makes diagnosis;
prescribes course of treatment to include referral to another
specialist, consultant, or hospital. Coordinates medical care with
MEDDAC staff and civilian physicians within TRICARE rules and
regulations. Provides clinical oversight of non-credentialed
healthcare providers assisting with the provision of care. Position
requires ECG initial interpretation and interpretation of basic
radiographs. Performs Physical Examinations as needed for Active
Duty, Reserve/Guard component Soldiers as needed. Provides medical
profiles IAW AR 40-501. Participates in quality improvement, risk
management, peer reviews, and infection control activities. Attends
medical staff meetings as required.

Qualifications Basic Requirements:
US Citizenship required
Board Certified/Eligible
Doctor of Medicine or Doctor of Osteopathy from a school in the
United States or Canada approved by a recognized accrediting body
in the year of the applicants graduation. A Doctor of Medicine or
equivalent degree from a foreign medical school that provided
education and medical knowledge substantially equivalent to
accredited schools in the United States may be demonstrated by
permanent certification by the Educational Commission for Foreign
Medical Graduates (ECFMG) (or a fifth pathway certificate for
Americans who completed premedical education in the United States
and graduate education in a foreign country).
Candidates must have a permanent, full, and unrestricted license to
practice medicine in a State, District of Columbia, the
Commonwealth of Puerto Rico, or a territory of the United
States.
