The Office of Business Diversity is responsible for the administration and monitoring of the Remedial Program ("Program") for Minority and Women-Owned Business Enterprises ("M/WBE"). The M/WBE Program is intended to help create and sustain an equitable business environment by promoting the participation in public contracting and procurement of all qualified and available businesses owned and controlled by minority and women. The Office of Business Diversity Compliance Specialist reports to the Director or Manager of the Office of Business Diversity and will assist the Director with the achievement of departmental/district goals, and ad hoc/special projects as required. Description of Job Duties: Review each solicitation issued by the Procurement Department and ensure compliance to CPS' Remedial Program Policies. Survey specific industry/ marketplace, and supplier availability through the B2Gnow Software to establish goals. Insert appropriate Affirmative Action language for solicitation and Board Report. Review MWBE plans submitted by suppliers as part of the evaluation process for all bids and proposals. Work with suppliers to identify certified MWBE companies to help achieve solicitation goals. Manage vendor certification verification process. Participate in pre-submittal conferences for RFP's, RFQ's and Bids. Facilitate meetings with suppliers, user departments and Procurement to discuss and remediate performance issues (if any) resulting in non-compliance on contract. Assists in the preparation of monthly, quarterly and annual program evaluation reports to be presented to the Board on M/WBE performance as it relates to commitments versus the actual utilization of M/WBEs on contracts. Provides M/WBEs with relevant information and assistance related to CPS procurement practices and procedures, bid specifications, documentation requirements and prerequisites. Provides training and assistance to CPS staff and other interested persons on Program objectives and requirements. Represent CPS/OBD at community-based organization events, vendor fairs and other networking opportunities to ensure MWBE community is well informed of upcoming contracting opportunities. Work directly with internal and external stakeholders to develop and implement strategic plans within their assigned zones, thereby helping to ensure the development and capacity building of diverse suppliers for the District. Other duties as assigned In order to be successful and achieve the above responsibilities, this position must possess the following qualifications: Type of Education : Graduation from an accredited college or university with a Bachelor degree; or an equivalent combination of training and experience. Type of Experience(s) : 3 - 5 years of professional work experience in the private or government sectors 3- 5 years of professional experience in diversity, vendor management, procurement, project management or financial analysis. Knowledge, Skills, and Abilities : Possess a general understanding of the various affirmative action policies throughout Chicago and Illinois General understanding of procurement policies and procedures; knowledge of the solicitation process Proficient in Oracle, B2Gnow Software, Excel and Access, project management Excellent Leadership, teamwork, interpersonal skills, ability to work independent, communication skills, time management, critical thinking, problem-solving, and detail-oriented Additional Notes : CPS employees are required to be actual residence of the City of Chicago within six months of beginning employment, and are required to maintain Chicago residency throughout employment.
